（医療， 福祉） の現状を把握し，その中での課題を導き出すことを目的とした．調査対象は，エミリア・ロマーニャ州にある①障害者のための地域保健センター 「コンテ・ロンカーティ」 および，②エミリア・ロマーニャ州地域事務所 （医療福祉） 担当者とした．２つの施設 （機関） の調査を通じて，２点が導き出された．第１にエミリア・ロマーニャ州の地域保健において，AUSL （地域保健センター）は障害児・者支援のハブ拠点ともいえる存在であることが明らかになった．このハブ拠点たり得る背景の理由として，この国の，この州の地域住民の「自分たちで何とかする」という伝統的な考え方や行動力が影響していると考えられた．また地方自治における州の権限の大きさが挙げられた．AUSL
